prototype 1.6 slow at startup

Description

In some IE (some IE7.0 on win XP) prototype startup is slow. The browser seem to stop for about 15 seconds between prototype loading and aculo loading. I try to sniff network and I see a call to windows internet time synchronization (time.windows.com). This call isn't present in system that work fine (always IE7.0 win XP). Downgrading to release 1.5 fix the problem.

What are the steps to reproduce this? Without knowing there's not much we can do. Can you create a test page?
